I don't think so. Dallas might be more glamorous and the city has built a financial base (insurance, Bank) juggonaut. However, Houston is Texas' largest economy. Their economy is far more diverse, and has the largest Medical Research area in the world. Houston has the most Fortune 500 Companies, second only to New York City. The city has for long reduce its economic dependence on the oil industry has. It has truly became a diverse economy. Houston has also embraced globalization and, in business term, is far more an international city than Dallas. Comparing Houston and Dallas is like comparing Los Angeles to San Francisco a few decade ago. With the gold rush and the large port, San Francisco was the leading city in the West Coast, but Los Angeles slowly replace San Francisco has the economic leader in this party of the country. Houston is doing just that, and to tell you the truth, there's nothing Dallas can really do about that.
