Most fuel pumps operate on 12-14.2 Volts. (system voltage). Keep in mind that most fuel pumps operate off a relay and the relay is turned on and off by the engine computer. Most computer control the GROUND circuit of the relay to power it on and off.
It is fairly common to have to replace the fuel pump in the tank as the brushes wear out after about 100,000 miles
The most important thing for safety is to wire the pump to the correct voltage marked on the pump.All else being equal (i.e. the cost of the pump), use 220 -- the higher the voltage the less electricity lost to resistance and heat.ANS 2 Most modern pool or spa pumps are convertible (at the motor connection) Connecting to 220 is definitely more efficient.Ans 3: 110 v is safer, with a lower risk of shock. For a pump of 1 HP or less the power lost in the wiring is very small if the right wire is used.
Your Fuel filter is attached to the fuel pump, which is located in the fuel tank if its a gasoline burning vehicle. Diesels should be located inline.

Could be that your fuel pump is losing pressure having to pump the fuel uphill.

listen....all voltage at the fuel pump needs to be 12 volts. period. u may have 7.25 to 7.5 volts reading at the fuel level gauge sending unit. all pumps require 12 volts to operate
