Depending on how it is connected, it can step up or step down the voltage. Some autotransformers have multiple taps. Some, called variacs, have a sliding contact that allows relatively fine control of the output. The up side of an autotransformer is that it can be easier to build. The downside is that it does not provide electrical isolation between primary and secondary, nor can it filter harmonics as well as a dual winding transformer.
