The Article of Confederation gave more power to the state government than the national government because the national government had few powers, because many Americans were afraid that a strong government would lead to tyranny, or oppressive rule.
The American Revolution did not "cause" representative government. One of the results of the American Revolution was that the now independent former colonies needed to create a system of governance. They could have chosen any system that they wanted to and, in fact, considered a constitutional monarchy based on the British model. They then used the Articles of Confederation for nearly a decade which created a simple representative government in a confederal model. Eventually in 1789, that constitution was replaced with the current US Constitution that accorded truly representative government.
