The distribution lines that supply the power have fuses or cutouts that are before the stepdown transformer that feeds the apartment. The fuse or cut out can blow one at a time,sometimes only one of the two will only be affected. They also are designed to reset automaticaly after a period of time. This is why the power will suddenly come back on. your power in the apartment is split between the two distribution lines , to balance the load.
If your kitchen and laundry room are on the same circuit you probably have an overloaded circuit. Both rooms have large appliances (the washer, toasters, microwaves, blenders, etc) that can quickly sum up and overload old wiring. Does this problem happen in relation to appliance usage? Changes are you have a connection that is getting hot and opening up. When it cools, the connection reconnects and the power comes back on. You probably need to break up these rooms by adding new circuits, not just fix the bad connection. You may want to call an electrician, even if you only get his opinion. We had this happen to us recently and it turned out to be a a short in the wire. if you call a local electrician they can explain it.
