By the ages get older the harder! So you can start off by getting the child familiar with numbers at the age of 1 and 1 and a half. First, count things in your enviroment... so pencils, magnets ect. All you do is count out aloud, then get the child to copy after you. Count to about 5 or 8. Keep practicing that until the child is familiar and 'nails' it. So by the time of 2 and between 3, the child has already developed the characteristics of numbers. By 3 they would already know what number is next, but is not guaranteed to count the WHOLE way to 10. So by the time the child gets into kindergarten, he/she would probably already know their numbers! So the age they should know their numbers IS... 4 and 5!

Since it is unsanitary, kid's parents should try to make them stop ASAP but the average age is 0 to 3.
They should start learning them at about the age of 2. Otherwise as soon as they turn 3.
