No, it was one of the last among Western nations. Great Britain was the first. Even today, the French Government and French industry have close ties and even despite EU rules on the subject of free markets and competition, the French Government will immediately involve itself in the affairs of French industry if it feels French interests are at stake.
3 reasons 1. The French were afraid of independence movements developing in other French colonies. 2. They wanted to protect French economic interests in Vietnam. 3. The Bank of Indochina was very influential and its assets needed to be protected. France considered French Indochina one of its most valuable colonial possessions. It provided it access to Asian trade and the prospect of acquiring many new Catholic converts.

I don't know if you are confusing the American War of Independence with the French Revolution. True, there were some French interests in Louisiana that might have caused some French to get involved to protect their interests (it's hard to imagine a Frenchman fighting if it doesn't involve his personal interests) but by and large the War of Independence was between the Americans and the British, and the French Revolution was pretty much a civil war in France at around the same time period. Vichy France
The Germans didn't let the "free French" government run anything. It was known as the Free French government IN EXILE because they had to get out of France and all German-controlled areas. The only government the NAZIs recognized in France was the one that was allied with Germany, the Vichy gov't.
There is not even one way to inprove the french government because the french government aready knows french very well even the same good as someone from France and a french teacher.
