Baby Huey was the character, a demented Duck. He was floated out by the Harvey Comics Group if my memory serves me right. Do not confuse with the three nephews of Uncle Scrooge McDuck. ( Disney production). Baby Huey was an obvious and sick satire on a mentally-retarded boy. He wore a peculiar hat some said was a diaper. Almost every episode concluded with the title character chanting- I'm a Mental Retard! really, beyond sick. I hope they banned this cartoon for poking fun at mental illness and retardation. all of the comedy was based on Huey"s retardation.
