Unless the year that the story takes place is somehow important to the plot, most authors and screenwriters will avoid mentioning dates (or at least, what year it is). This is done so that people can continue imagining that the story takes place in the present day.

Technology tends to give away the time period -- for example, the kind of computers they are using, whether or not they are using cell phones, what kind of cell phone, i.e., a big old clunky one or a tiny new one -- but that is really unavoidable.

Primal Fear clearly takes place in the early-to-mid nineties, because nobody is using cell phones. I actually just watched this movie a couple of days ago.

I think it would be safe to assume that it takes place in the year it was made, 1996.
