If the job requires the degree and you dropped out before you completed it, then yes you will have a problem getting the job. I my eyes it is a none issue. If I am looking for an employee to fill a position, and state on the job description that it calls for a Btech in CSE, and the candidate does not have that degree completed, I would not even grant an interview. I would look into ways of completing the degree if this is your career choice.
To get a job in development engineering, you first need to go to college and get an engineering degree. Once you have completed that, you likely will need to continue your education at graduate school.

After Btech one can join bank as clerk as the people having engineering background have sound mathematical approach which will help them immensely while working for a bank. Also the bank job gives more job security and prestige in society compare to a IT job or any other..
