The 1st time anime and manga were released was in the 1940's, and the first anime was Tetsuwan Atom, or known here in north America as ASTRO BOY. Oh yeah, and the first artist was Osamau Tezuka, who made astro boy, and is known today as "The Godfather of anime and manga", because of the fact that he pretty much invented manga and anime. And then from there, it took off and has become an extremely successful industry in the animation world ever since...
Believe it or not, but it all started in 1912. Although, nothing was a huge hit at that time, the first generation of anime was born by the animator Oten Shimokawa who was hired by Tenkatsu. He could only do five movies due to health problems. One of them was called Imokawa Mukuzo Genkanban no Maki.
An anime series does not of necessity start with manga . Manga usually generates enough interest to spawn an anime series ; the two are not mutually exclusive .
get (good) manga artists on board and have money. You can start small and informal, or make one just like you'd make any other company.
Start reading it from the beginning, chapter 1. The manga has a few similarities to the anime to start, but there are quite a few details that are greatly different. Do not skip any of it.
The original Tokyo Mew Mew manga ends where the anime ends, but there is a sequel in the manga series. Tokyo Mew Mew A La Mode starts off a few months after the aliens left, and introduces a new Mew Mew, Mew Berry. Tokyo Mew Mew A La Mode is only two volumes long.
26 But in the anime, it only goes up to Fruits Basket manga volume 6, though some more zodiac members (like Ritsu and Haru) come throughout volume 8, but they put it in before the end of the anime. The manga is a whole lot better, and theres 23 volumes. But the first volume contains everything from the first three episodes. Read it if you haven't yet!!! (and start from volume 1)

HE started the war in Ishval in the manga and the second (2009) anime, FullMetal Alchemist: Brotherhood. In the first anime it is never stated for sure, only that it was run by the Homunculi.

Publish it.
If you are talking about the shoujo ARISA then there is no anime coming out for it --- No one in the company has decided to start an Anime for Arisa.
Most manga artists in Japan submit a 'oneshot' manga piece when they are in high school. (Usually in response to some contest a magazine puts out.) After they graduate high school, they usually start a small job and then start creating a manga. If the manga does well, they quit the job and become a full time manga artist. So, no, I don't think manga artists need a bachelor degree.
This will be an opinion. Anime and Manga is a great category to start with. If your older, check for adult program anime.
Contact a manga/anime company like TokyoPop, Shonen King, or Funimation Studios, I would assume.
The Shugo Chara! manga has officially finished serialization in Japan however there is a planned encore series to start in April. The anime has not finished.
No. Kakashi Gaiden is in Shippuden for both the anime and manga.

actually, no. some anime are created as anime in the first place (5cm per Second, hello kitty), video games (Tales of the Abyss, Fate/Stay Night), light novels (Kino no Tabi, Spice and Wolf)... animators themselves don't draw the manga itself. they make a preliminary sketch, then ink and color and other things. it's rare for a manga to be chosen, actually, compared to how many new series come out every year. manga-ka (the manga-creators) are always very unbelieving and surprised when their manga is to be made into an anime. no manga is published strictly to be made as anime. it is a very long process in-between. longer than it takes to film a movie, that's for sure.
