Different people and places have different definitions for the beginning and end of each season. I follow the rule by which the seasons begin at the times of the solstices and equinoxes.
In the northern hemisphere, winter 2013 ends on March 20 at 11:01 AM UTC. Therefore, the last full day of winter is March 20 in the Line Islands of Kiribati that are north of the equator and March 19 throughout the populated lands of the rest of the northern hemisphere.
In the Southern Hemisphere, winter 2013 ends on September 22 at 8:43 PM UTC. Therefore, the last full day of winter is September 22 in southern hemisphere time zones east of and including UTC+4 and September 21 in southern hemisphere time zones west of and including UTC+3.
Yes, that is correct.

COLD! Winters in this area are as long and cold as they are in Northern Regions. This is especially so at night when the daytime temps, often anywhere pleasant and sunny, dramatically dropped within an hour or two after sunset. This begins in late October when nighttime temps begin to fall into the 40s. The previous 50s won't be a reality again until April. By November, these lows are pretty much fixed in the 30s and low 40s. As winter officially arrives in late Dec., the nighttime temps begin to drop even further. From January until early February, they dip into the 20s. As February progresses, these cold nights begin reversing themselves, slowly returning to the 30s, at first, and then into the 40s throughout March. Anyone expecting better winters in Charleston will be partially satisfied with the days in this area and also the fact that it rarely snows here.

December is mostly in the Fall but in late December, it changes into Winter. The first day of meteorologic Winter is December 1 but Winter doesn't officially start til Dec. 21 (2012).
The days with the least amount of daylight are in winter. Actually, December 21 is the first day of winter and the hours of daylight actually begin to increase. So, it's a tie. From June 21 until Dec. 21, the days get shorter and from Dec. 21 they get longer.
Dec 31 2013 is a Tuesday.
Because the winter equinox is on Dec. 21st, and when the northern hemisphere is tilted away from the sun (winter) the southern hemisphere is tilted towards it.
