Not really. It is better to set the Playstation for auto turn off. Any electrical component is better off when not needed and leaving the PS3 on serves no useful purpose. The auto turn off could still allow time to charge controllers. Controllers should also be set to turn off with the PS3. That is why these features are found with the PS3
if it goes on and off it could be overheated so let it cool maybe unplug it or open it up there could be dust inside of it. or u might just have whats called the yellow light of death which i have u have to pay 150 dollars to fix it its a bunch of bs.

The PS3 does not charge game controllers when the PS3 is turned off even though you leave it plugged in because when the PS3 is off it is completely off. The same is not true for controllers which will continue to remain on when you turn the PS3 off unless you go to the PS3 setting and set it to automatically turn off the controllers. The other accessories should work just like the controllers.
The PS3 slim has an auto shutoff function and it will shut it off if it is not turned off. It's a good idea to have the controllers turn off when the PS3 is turned off to prevent drain on the batteries

The PS3 will not charge a controller while it is off. The controller will not turn off when you turn off the PS3 unless you change the PS3 settings. This can cause the controller to always have a dead battery each time you go to use it. Go to PS3 settings for the controller and click yes for auto turn off when PS3 is turned off. This may not be your problem and you can tell because the PS3 controller should work with a dead battery if it is plugged into the charging cable and the PS3 is turned on.
Never heard of it you can set the ps3 for auto turn off. There is nothing else except for manual or controller turn off. The iphone and the PS3 do not link at all except through the usb port
