So they kept Hugo in the attic his whole life because they thought he was the pure evil twin, it is then revealed that Bart is the pure evil twin so Bart is kept in the attic and Hugo lives with the family. However, these episodes aren't really considered canon, Hugo is never mentioned again and Bart lives with the family again in the next episode.
