No, you can't tell the difference between shiny type Pokemon and non shiny types. You just have to rely on hope, or a trainer who didn't use the Action Replay on there version of the game. I was browsing it and i saw a shiny shamen!
just use the Pokemon global trading system. if you have platinum pearl or diamond it is in jubelife city. and if you have heartgold or soulsilver it will be in goldenrod city.

IT isn't in Platinum you have to trade for it from Global trade or Diamond
