Well, I'm not certain if you mean for free. But I know for a fact that Kuroshitsuji episodes are available on Amazon Instant Video (though it requires Adobe Flash Player) and iTunes. At certain times, it is also available on Netflix instant streaming, though not right now. Hope that helps!
Oh, and each episode costs about 2-3 US dollars. I don't remember exactly.
