The DVD release in Germany is 99% uncut. The largest cut is from the episode where Alf first meets Jodi. They cut the scene with the Chipmunks music for copyright reasons.
If you are outside Europe, Japan, or South Africa, or South Korea, you will need a code-free DVD player to play them. Many internet sites sell them. It will enable you to play DVD's from any country. Mine was less than $80
