Jon's father did pass away when the babies were a few months old. He was their hands-on helpful grandparent and they miss him dearly. Jon's mom, however, is still present in their life, but just doesn't want to be on TV. Jon talks to his mom more than once a day and she does see the kids. She lives 80+ miles from the Gosselins and isn't able to be in the children's immediate life.
Kate's parents have nothing to do not only with Kate and her family, but with all of her siblings' families as well. They have basically detached themselves from their children and grandchildren. The live and work in the same area the Gosselins live.
Jon addresses the issue of their parents -- and their involvement with the family -- in an interview with KUTV. See Sources and Related Links below this answer for the video: mention of the grandparents is in the 2nd or 3rd video segment.

Kate is not estranged from her parents. She stated in an episode of the show that they simply don't live in the same neighborhood. And added that just because you don't see them on the show, they still participate in the lives of all 8 Gosselin children.

Kate Gosselin is estranged from her parents. Because when the babies were born, Kates dad donated cribs and clothing, and Kate refused since the clothing was not matching, and the cribs were not exactly the same.
Well I can only answer for Jon's dad, he was not there because he's dead.

Jon and Kate do discuss their parents on the show. During the episode Viewer FAQ, Jon and Kate explain that Jon's father was very involved with the sextuplets, but that he died when they were very little. Jon's mother is remarried, and does not live close enough to be involved in their day-to-day lives. Jon explained that while his mother is not close by, they talk on the phone nearly every day. Kate's parents live in the same general area as the Gosselins, but are not involved for a variety of private, personal reasons.

His mom is from Hawaii (but is of Korean descent). Not sure where his dad is from, but he is of Scotch Welsh heritage. See related questions for information about Jon Gosselins ethnic heritage.
The Gosselins rarely talk about the grandparents and they do not say to protect the parents' privacy.
Jon and Kate rarely talk about the grandparents. During the View FAQ episode of season 4 they explained that Jon's father is deceased, and his mother does not live nearby. According to Kate her parents "did not know how to help us" - and while they live in the same general area, they choose not to be on camera.
