Catching a Teleporting Pokemon ranges from easy to difficult. For Abra, once you have Duskballs you can generally throw one at it right at the start and catch it as long as your playing between 7:00PM and 4:00AM, or most of the time you can just toss an Ultra Ball at it and it'll stay in there no problem. If your Pokemon is faster than it, you can use a move to put it to sleep first, which ensures pretty much anything but a Poke Ball will catch it without fail.
To catch roaming Pokemon that flee from battle like Latios, Latias, Creselia, etc., you can use you Master Ball to catch one without fail. The other(s) you'll need to dwindle their HP down before you'll be able to catch them.
There's a few ways you can do this. First, you can put the Pokemon asleep with a Pokemon that's faster than the roaming one and get a few hits in before it wakes up and runs away. Rinse and repeat until you have it's HP down low enough for False Swipe to get it at exactly 1 HP, at which point you can start putting it asleep and throwing Poke Balls at it.
Second, you can use a move like Mean Look, Spider Web, or Block, or a Pokemon with the abilities Magnet Pull, Arena Trap, or Shadow Tag to keep the Pokemon from fleeing. After that, you can fight it as normal. The catch is that once the flee prevention has been set up the only way to switch your Pokemon in battle and maintain the effects is if you used one of the moves to gain the effect, and then used the move Baton Pass to switch Pokemon. In the case of the flee prevention abilities, there is no way to switch and maintain the effect since Baton Pass does not transfer ability effects to Pokemon.
When determining the type of ball to use keep the following in mind:

latios,latias and i think tauros cause i got a legendary Pokemon tin and it showed tauros deoxys raikou on there. some semi legendary Pokemon are rotom (from platinum and Pokemon p/d) lucario (from Pokemon platinum and p/d) (latios and latias are fully legendary Pokemon) hope i helped im 90% im right.
you cant without trading. and which dog you encounter depends on which starter you choose. but you only get to catch one out of the three in the game by yourslef

You cannot get the move Teleport as a TM. Instead, try catching an Abra in Diamond, Pearl, or Platinum and trade it to Pokemon Black.

You cannot catch the legendary palkia on pokemon platinum but however you can use action replay to get it (most likely cheating)
