You can't catch a Weavile in HeartGold and SoulSilver but you can catch a Sneasel in Mt. Silver or within Route 28 and give it a Razor Claw and level it up at night and it'll end up evolving into a Weavile.

∙ 14y agoThe Pokemon Weavile cannot be found in the wild. To get a Weavile, catch a Sneasel and level it up while it is holding a Razor Claw.
