The only way to find a DeepSeaTooth on Ruby, Sapphire or Emerald, is to give the scanner from the abandoned ship to Capt. Sterm in Slateport. When you do that, you can choose to get either the DeepSeaTooth or scale.
In Pokemon Diamond and Pearl, you can get a new DeepSeaTooth on wild Carvahna or Shapedo. There is a 5% chance that one of these Pokemon will be holding one when you encounter it.

∙ 15y agoYou have a chance to find a CHINCHOU holding one when you catch it. You evolve CLAMPEARL into a HUNTAIL by trading it while holding the Deepseatooth. Same with the Deepseascale and GORRBYSS. DON'T stress about the trading bit. This might take a while.

∙ 12y agoFirst you gotta get a Pokemon that knows Dive, and the badge to use it outside of battle, and go to that broken down ship between Dewford Town and Slateport City. theres a guy in there (Capt. Stern's assistant) that needs to find a scanner. find the scanner in the ship and talk to him again. he'll tell you to deliver it to Capt. Stern in Slateport City. when you do, Capt. Stern will reward you with your choice of a Deepseatooth or a Deepseascale.
