Well know one knows the specific place, mainly because there is no specific place. the odds of finding a shiny magikarp while fishing (or any other way) are extremely slim. For example, I don't know how many times I have played all the Pokemon games and in all that time I have encountered around 5 or 6 shiny Pokemon, a shiny drowzee and geodude and some others.
A magikarp would take a very long time to find because fishing is a very lengthy process, mainly in the Ruby, Saphire and Emerald versions where you actually have to tug at every single bite. Goodluck with your pursuit of the elusive shiny Magikarp :)

∙ 13y agoyou first go to marage island, then after that use teleport to go to evergrand city then surf intill you find the first spot to dive, dive then he/she should be waiting there right in the corner of one of the four corners of the room.
