You can find them on Routes 26, 27, and 41 by fishing with a Super Rod. You could also probably find them fishing in places such as Olivine City, Pallet Town, New Bark Town, Cinnabar Island, etc.

route 41, new bark town, route 47, route 20, route 21, route 26, route 27, pallet town, vermillion city, cinnabar island, 6-7% chance with a good rod, 60% chance with a super rod.
