He reisdes in Sunyshore City. like the first answer, you must catch or faint the legendary on top of the Mountain, then the city will unlock. Sunyshore City is below Veilstone city. Just keep going south 'till you get to the little town (Forgot name) and start going East. You will eventually end up on a long winding road with a few trainer battles. After that, Good luck! P.S. He is an electric user.
