Go to Pastoria city if you have Diamond, Pearl, or Platinum and give to this guy and he'll make your Pokemon remember moves. If you have Soulsilver or Heartgold, then go to Blackthorn city and go to the move deleter's house. The guy that will make your Pokemon remember moves is wearing a pink shirt and blue trousers.

in pastoria city. the house next to the water and the boats. there will also be a guy standing outside and if you talk to him he will say he is smack-dab in the middle of town(he IS NOT the move tutor).Go inside the house and there will be another guy in there(he IS the move tutor).Talk to him and if you have a heart scale he will say "that is a heart scale let me guess you want me to teach your Pokemon a move?"say yes and you will be able to choose what Pokemon,(in your party)you want to learn a move.Press A on the Pokemon and select the one witch alows you to confirm that Pokemon.Then there will be a list of moves.select the one you want(if you have four moves already then you will have to delete one)and he will teach it to your Pokemon.Afterwards, when the screen goes back to the screen where move the character it will say that your player handed over the heart scale in exchange and that where the move tutor is and how to get him to teach a move to your Pokemon.
