alright, so the poketch company is located in jubilife city, west. First I would go to lake verity i think and talk to mesprit where it will then run away. Professor rowan comes out and says that is one of the legendary lake Pokemon, which you have to hunt down and catch. He will then tell you to go to jubilife city to get the marking map, which lets you see where mesprit is, and I'm not sure, but you might have to make progress in the game before the man will give it to you, or he might just give it to you for free.
