The snowpoint temple is in Snowpoint city, right at the very back. However, you must be 'Chosen' otherwise the lady outside won't let you in.
At the moment I don't know what she means by 'Chosen' but if you have a game card with cheats on it like my friend does, find the walks through walls cheat and just walk through her.
