Check the brake light switch first. It is usually near the brake pedal under the dash. A bad turn signal switch can also cause this if the brake lights are also turn signal lights. If the brake lights are independent of the turn signals then disregard the switch problem. A good wiring diagram will help to diagnose the problem also. Check with dealership mechanics as they have access to diagrams.
Is the light bulb inside burnt out. If so, that would do it.

Make sure all fuses have been checked inside vehicle and the engine compartment there is fuses there too . Check Wiring for any shorts, broken,brittle wires . You have to look under the dash to do this . Follow wiring to the relay and test all for power. For best diagrams all data Make sure that your parking brake isn't on. Faulty Ambient Light Sensor.

It could be a blown fuse. Tail lights and brake/turn are on separate fuses. Apparently there is not a ground problem since brake/turn works OK.
