First of all,you will need the event regigigas.Next fly to canalava city and take the boat to iron island.Go to the little room that is empty.When you go in the room you will see circles on the floor that look like this,

Step on all the circles and then the room shakes.Walk to the statue and press A.you will see a LV 30 Registeel that knows Stomp,Metal Claw,Curse,and Superpower.I hope im right.Maybe I am.I don't know but I hope you get Registeel.
