The razor fang by the fight area (which means you have to beat the elite four first) complete the pokedex for the game (not the nationals) then go to the fight area and go left and go towards the survival area but as soon as you leave go left and then use rock climb up and there is the RAZOR FANG

You can not find a Razor Fang as an object on the ground. In HeartGold, the only place a Razor Fang is obtainable is at the Battle Frontier for 48 Battle Points (BP).
In the battle frontier buy it for 48 BP
