The 1960's. By 1969 only five European colonies remained on the Continent of Africa, three of which were Portugese, one French and one Spanish. The UK did, however, regain sovereignty over Zimbabwe in 1979 and the country reverted back to Colony status until independence in 1980.
Many European nations colonized west Africa. Most notably it was the French who made most of west Africa under them until last half of 20th century. Algeria, Chad, Niger etc were all colonized by them.
Britain definitely had most colonies
The United States had the most colonies back in the 1900's.

It varies from country to country. Most European countries' laws at that time would have related to the Berne Convention of 1886.
Britain
Its country was divided for colonial reasons.
Britain, France and Spain were the first countries to colonize in the New World. Spain was the first, since it was the most powerful European country, adn it colonized Mexico and the West. France's colonies were farther north, in what is now Canada. Britain was last to colonize and it had the 13 bristish colonies split in three colonies: New England, Middle, and Southern colonies.
