Does Naruto become a chunnin?
No naruto did not become a chunin but his friends became chunin and some became jonin and gaara becomes a kazekage. BUt he achieves an S rank jutsu named Wind Release Rasenshuriken that not even the 4th hokage could accomplish. Even kakashi admits Naruto is beyond his level.

naruto is acutally still a genin because he went away for 2 in a half years he could not retake the exams i think he will eventually though In the first episodes of shippuden, the other characters actually "tease" Naruto about how he was still a genin and they were all chunin. Why does Neji become a jounin when Naruto beats him in the chunnin exams?
During the three-year period that naruto leaves, Neji retakes the exam and passes. From there he takes the Jonin application test and aces that, rendering him at the rank jonin.
