In terms of graphics, the PC would be better. However, not many games come out for PC now. But it is your personal choice since it depends on what type of games you want to play and how each console controls fit you.

in terms of graphics, the PC may or may not be better. It depends on other aspects. For example, a 1 GB videocard with very slow Graphical processor and slow memory, will still fail to perform at the level a PS2 can.
It depends on if the card is new, or if it's from the 1990's.
Other factors also matter, such as the quantity and speed of the PC's RAM, and the speed and model of the CPU.
In general, a PC can do more, but doesn't perform as quickly. This is why a PC with identical amounts of RAM and similar CPUs still don't perform as well as a console.
Consoles are dedicated to games, and thus get more bang for their hardware buck, but games may be all they can ever do.
