Rutherford Hayes became President because he make a deal with the southern States to pull the troops out of the south if they would cask their elector votes for for him and this would take away the protection of the newly free Black people. Rutherford B. Hayes and George W. Bush did not win the poplars but, they both became president because of the elector votes, so poplar votes did not win election.
