Many authorative figures have tried to create their own Utopia, through both force and peace. New Haven was a failed Utopia established in Indiana some years ago. More infamous Utopian supporters include Hitler, Karl Marx, and J. Stalin.

Many people throughout history have attempted to create a utopian society. Often these variations come with a different word other than "utopia" however.

Nirvana, "City on a Hill," and other colorful terms have been used for the act of creating an ideal (or significantly improved) society throughout the history of man.

In essence, most societies work towards (or at least claim to work towards) creating a more perfect society for their citizens. To what extent they actually attempt to do so can be argued, but that's a claim that's common throughout governments.

There are many instances of leaders and governments that have attempted to create a better, if not "perfect" existence for its population, so your question cannot be answered with just one name or place.
