Many people throughout history have attempted to create a utopian society. Often these variations come with a different word other than "utopia" however.
Nirvana, "City on a Hill," and other colorful terms have been used for the act of creating an ideal (or significantly improved) society throughout the history of man.
In essence, most societies work towards (or at least claim to work towards) creating a more perfect society for their citizens. To what extent they actually attempt to do so can be argued, but that's a claim that's common throughout governments.
There are many instances of leaders and governments that have attempted to create a better, if not "perfect" existence for its population, so your question cannot be answered with just one name or place.

An ideal society
Karl Marx envisioned a utopian world as a classless society where the means of production are owned collectively, eliminating exploitation and inequality. He believed that in this society, individuals would work according to their abilities and receive according to their needs, leading to a more equitable and harmonious existence for all.
A Utopian society would look like a flower bed with the most beautiful flowers in it. Or, it may be a place with no war or fighting.
