Most of the Queen's powers are exercised, at the federal level, by the Governor General of Canada (the Queen's representative). The Governor General is appointed by the Queen on the advice of the prime minister. Some powers of the Queen are not delegated to the Governor General, such as the power to summon four or eight extra senators over the usual maximum seat count, and the power to veto legislation passed less than two years ago.

The Governor General is also authorised to appoint several Canadians to serve as a Deputy of the Governor General, which enables them to also exercise the Queen's authority. The Chief Justice of Canada, and the puisne justices of the Supreme Court of Canada, tend to each be tapped as a Deputy of the Governor General. Presently, the current Secretary to the Governor General is also a Deputy.

Should the Governor General be incapacitated, the Chief Justice of Canada becomes the Queen's Administrator of the Government, and can exercise all of the powers of the Governor General.
