Most of the Queen's powers are exercised, at the federal level, by the Governor General of Canada (the Queen's representative). The Governor General is appointed by the Queen on the advice of the prime minister. Some powers of the Queen are not delegated to the Governor General, such as the power to summon four or eight extra senators over the usual maximum seat count, and the power to veto legislation passed less than two years ago.
The Governor General is also authorised to appoint several Canadians to serve as a Deputy of the Governor General, which enables them to also exercise the Queen's authority. The Chief Justice of Canada, and the puisne justices of the Supreme Court of Canada, tend to each be tapped as a Deputy of the Governor General. Presently, the current Secretary to the Governor General is also a Deputy.
Should the Governor General be incapacitated, the Chief Justice of Canada becomes the Queen's Administrator of the Government, and can exercise all of the powers of the Governor General.

In Canada, the Queen's authority is largely ceremonial and symbolic, as the country operates as a constitutional monarchy. While she technically has the power to dismiss the Prime Minister, this action would only occur under extraordinary circumstances, such as a constitutional crisis. In practice, the Governor General, as the Queen's representative in Canada, exercises this power, but it is typically guided by democratic principles and the will of Parliament. Thus, the Prime Minister is generally not removed without significant political reasons.
there is no purpose, its there for enjoyment :)
There are 83 universities in Canada that are independent post-secondary education institutions with degree-granting authority.
The Right Honourable Stephen Harper, Prime Minister of Canada and Member of Parliament for Calgary-Southwest, is currently "in charge". He is the head of the Conservative Party of Canada and leads a majority government (meaning his party holds over half the seats in Parliament). Actually, technically the Queen is still the highest authority figure. But, since she's usually too busy, the Governor General makes the final decisions in the Queens stead. The Prime Ministers job is basically speak for the people of Canada.
