no or at least if she is you haven't found this out in the anime. i doubt very much though because she has just fallen in love with him.

up to this date that i am typing this response there is NO info regarding his mother. Some people guess that it is Makino, the lady who works at the bar in his home town. However in the '20 years ago' special, she is shown as a child. As Luffy would be born 3 years later, it's a bit unrealistic to believe she'd be her mother at that age.
