I would say Jiraiya because itachi feared Jiraiya and orochimaru got defeated by him but with the Rule of Janken which is like rock,paper,scissor which I believe the creator Masashi Kishimoto is trying to say no Sannin is superior or inferior to one another. So it may not look like it but all the Sannin are equal.
That is true otherwise it would be kinda stupid if they were different levels.
