Pandora wasn't actually a goddess. She was moulded by Hephaestus after Zeus commanded it. She was made from earth. Then all the gods assisted in giving her 'gifts' e.g. a wise mind from Athena. Then she had life given to her. She was the known as 'the first woman' as in the first 'mortal' woman. She was part of the punishment against Prometheus. But to answer who made her - Zeus commanded it. Hephaestus moulded her. Then the rest of the gods gifted her and brought life into her.
Pandora was not a goddess - she was supposedly the first woman on earth. She was created by Hephaestus the black smith after he was ordered by Zeus to make a woman. Zeus ordered Hephaestus to do this, because he was angry with Prometheus, who had given mankind (which at this point was made up entirely of men) fire. He wanted to punish them in the worst possible way he could think of. So he made a woman.
Prometheus first made them out of clay. After the flood, Deucalion and his wife Pyrrha threw walks over their shoulders and made a tougher race of men.
