The congressional act that led to Nebraska becoming a state in 1867 was the Nebraska Organic Act, passed in 1864. This act established the Nebraska Territory and set the stage for its eventual statehood. Following the end of the Civil War and population growth in the territory, Nebraska achieved statehood on March 1, 1867, when Congress passed the statehood bill.

Causes: 1. In 1854, the issue of slavery in the Kansas territory resurfaced. 2. Senator Stephen Douglass introduced a bill to set of a government for the Nebraska Territory. (This territory stretched from Texas all the way into Canada and from Missouri west to the Rockies). Effects: 1. Douglass proposed that entire area be divided into two territories: Kansas and Nebraska. 2. He decided that the area should decide whether to be pro or antislavery through popular sovereignty.
