If you're talking about Jafar before he gets the lamp in the first movie, than Maleficent is more powerful because until Jafar got the lamp he couldn't really do anything on his own. If you're talking about Jafar after he's gotten the lamp and he wishes to be the most powerful sorcerer in the world, I'd say he's at equal power to Maleficent. If you're talking about Genie Jafar, than he's more powerful than Maleficent. Overall, I'd give it to Mal because Jafar had to wish for pretty much all the power he had, and even if Genie Jafar is stronger, Maleficent would still win because of the rules of the genie.
