The person who want-eds to destroy the pirates, was Lord Cutler Beckett. He worked for the East India Trading Company and had one of the largest fleets in the Caribbean. He saw the pirates as a huge nuiscance to his company and sought to rid the world of them. Beckett destroyed many pirate ships, hung pirates and those related to them, and any ports who dealt with them. His major "alliance" on the seas was Davy Jones. He gained Davy Jones because he threatened to have Davy's heart destroyed if he didn't help.

The movies are based off pf the original Pirates ride at Disneyworld, but the 4th installment is also based off a book called On Stranger Tides.
