Nobody. He was the Original Dr. Frank N' Furter from The Rocky Horror Show cast in the UK before they even came to the United States.
who else could've done such an amazing job?
or if you mean for the MTV remake that was canceled, there were rumors going around that Marylin Manson was going to play Dr. Frank N' Furter but because the remake was canceled, there's no way to tell for sure.

Meatloaf originally said that they made a mistake by not casting him as Eddie AND Dr. Scott. So I guess he really wanted to be the doctor too. He'd be his own uncle. haha
