Known as Beast Butler or Spoons for his nasty habit of stealing the silverware of Southern Plantations he was a controversial and often despised Army Officer. As a former Member of the US House of Representatives from Massachusetts he had the political clout to gain choice assignments and became the commander of New Orleans. His infamous General Order Number 28 mandated that if any woman showed contempt for, or insulted an officer or soldier of the Union Army, she should be treated as a common prostitute. He was to become the Governor of Massachusetts when the Civil War ended.
