The Minister of Magic is the leader of the wizarding part of the United Kingdom, roughly correspondent to the British Prime Minister. The Minister is advised on wizarding matters by his staff members and the other heads of the departments.
One of the Minister for Magic's duties is to inform the British Prime Minister of any goings-on in the wizarding world that affects the United Kingdom as a whole, i.e. Lord Voldemort's return.
Many other countries have Ministers and have roughly the same governmental systems such as the Bulgarian minister.
In books 1-5, Cornelius Fudge. In book 6 until the first half of the seventh book, Rufus Scrimgeour. In the other half of the seventh book it was Pius Thicknesse.
There have been two Minsters during the time frame of the series, Cornelius Fudge in the first five books and Rufus Scrimgeour during the last two.
