Since the unofficial starting of the JLS/JSA, Watch Tower is their central base of operations and since Chloe runs things in there. It would only make sense that she would have more air time then Lois. Remember, this is a series based off of Clark Kent and his coming to be Superman, not the story of Lois & Clark, that was already a show in the 90s. I would also add that Allison Mack has been on the show since Season 1 therefore she gets full time status and the vacant spot of the original leading lady Kristin Kreuk.
