They fix the doll's hair and even re-wig it so yes, I think so. You have to check out the Doll Hospital part on americangirl.com to be sure though.
No...they will only fix american girl dolls. Look on the ag website on the doll hospital form if you don't believe me
If it's an American Girl doll you can send it to one of the American Girl stores, they will fix it for you.

(first, you must fix the power plant near cerulean.) You must give the copycat girl in saffron city her lost doll. Talk to her, and she will mimic you, saying that you will go find the doll for her. Go to vermillion city, and enter the Pokemon fan club. Talk to the guy at the table with the clefairy doll. He will give you the doll. Return it to the copycat girl, and she will give the magnet train pass.

Go to the copy cat girl she will have lost her doll but you must go to her AFTER you fix the Power Plant. Her doll will be in the Pokefan's place in the city directly below and be held by the first man yo see there. Return it to her and you get your pass.
