Because he and King Claudius planned it...they put poison on the end of the sword so that when Laertes stabs Hamlet, Hamlet dies. The motive also has to do with the fact that Laertes is avenging his father's (Polonius's) death, whom was killed by Hamlet.
King Hamlet isn't. King Hamlet was. In the play Hamlet, King Hamlet was the previous king of Denmark and father to Prince Hamlet after whom the play is named. At the time the play starts. King Hamlet is already dead. However, his ghost makes an appearance in Act 1 Scene 1 and in three scenes thereafter.
The speech reflects upon life and death. How something that was once alive (the court jester) and whom Hamlet had spent much time with is now lifeless and a rotting corpse.
He is talking about Claudius and about killing him.

"Whom" is singular, used to refer to an individual.
Laertes is the son of Polonius and brother to Ophelia whom Hamlet loves. King Claudius poisons Laertes's sword with the intent to kill Hamlet in the tragedy play by Shakespeare titled Hamlet.
Metaphorically, it is the last ruling power of mankind whom some refer to as Babylon the Great - the mother of harlots:Revelation 17:18New King James Version (NKJV)18 And the woman whom you saw is that great city which reigns over the kings of the earth."
