Tamil Nadu is situated on the eastern side of the peninsular India. During winter the north east monsoon winds blow from the land towards the ocean. While it blows over the BAY OF BENGAL it carries along moisture with it and when it hit the eastern ghats it gives rainfall to Tamil Nadu.

DUE TO NORTH EAST MONSOON IN THIS PERIOD
the retreating monsoon brings heavy rainfall to Tamil nadu ,and parts of Andhra pradesh , Karnataka and Kerala.These regions from the north east monsoon during November and December [winter]. when the the south west clouds come the western ghats block the clouds from entering,and thus,the clouds hit the mountains and rain in the coastal region in July to august. when the retreating monsoon arrives it rains in Tamil nadu

Chennai receives rainfall in winter because the northeast monsoon winds blow over the Bay of Bengal, pick up moisture, and when they intercept the eastern ghats, cause heavy rainfall on the Coromandel Coast. Chennai does not receive rainfall in June as there are no relief features to obstruct the winds. In the winter season they receive rainfall from the retreating southeasterly winds which blow from sea to land.

in winter northwest parts of India get some rains due to cyclonic deppressions,better known as western disturbances. as a result of these deppressions there are light rains in the plains of the Punjab and haryana.
