Neil Armstrong was among the top candidates for the Apollo program, and NASA was pressured (openly or otherwise) to have a civilian, not a military officer, as the first man on the moon. To what extent this influenced the world's perception of the US aims in space is unknown. But after the failure of the USSR moon attempts, East-West cooperation in space exploration was eventually established, beginning with Apollo-Soyuz in July 1975.
